Indeed, 'Print to file' doesn't use CUPS. However, it is preferred over cups-pdf as it does directly produce a PDF file. I'd not recommend using cups-pdf because it is not designed to process PDF input, which is what your application will send to CUPS if you are using the GTK print dialogue.
