About this line in debian/copyright :

I don't read "Public Domain" or "PD" anywhere on that webpage, and I don't find
any license to redistribute.

I also don't know why debian/copyright makes a difference between these :

What makes E. Høg, C. Fabricius an "original data copyright holder" and Akarsh
Simha a "copyright holder" ? How did Akarsh Simha become a "copyright holder" ?

And between these :

  License:
  X-Original-Data-License:

Did Akarsh Simha get permission from the "original data copyright holders" to
redistribute the data under the terms of the GPL version 1 ?

If some data is made available to the public via some website on the internet,
this does not mean that anyone can grab it and redistribute it under the GPL.
At first sight this is what happened.

But I may be overlooking something, so I'm looking forward to more info on this
bug report.
