The ReadMe file (the one you cited) does not mention otherwise, so the clause 
"All ADC data are public domain unless otherwise stated in the "ReadMe" file. 
The data are for scientific use only and have no commercial value." stands.

Because the License for original Hipparcos data and Tycho-2 catalogue itself 
is different from that of a derived work, the KStars star database 
deepstars.dat

Erik Høg and C. Fabricius created the original data catalogue. Akarsh Simha 
created a derived work, that has its own copyright.

It may be my fault not to put the Policies page on the Copyright file, not 
yours to overlook it.

I'll put it there and, if you agree, I'll package a new version which closes 
this bug report.
