I have issued an ITP but I am still working through some review
comments on the libibverbs package.

However it seems strange to me for the "rdma" group to be created by
installing a separate package.  What will udev do with a GROUP rule if
the libibverbs package is not installed?  How will a user realize they
need libibverbs installed to get the right ownership of the /dev files?

Are there other debian packages that create groups as part of their install?

I don't think any other distributions have rules to create these
devices yet.  I have opened a similar bug with Fedora but there's no
definitive response yet.
