Could you please recognize that packaging TeX Live is not as easy as task as you might imagine. Did you check that *none* of the other files distributed by TeX Live in the texlive-fonts-extra package require any of the font packages that it depends on? It is already a service to the users that we package and split TeX LIve into smaller collections. I could have gone forth and just package *ONE* package "texlive" which ships all the 2Gb ... So please understand, that for implementing this there are a lot of checks to be done, and instead of writing angry emails one could help instead.
