If we don't have links, then someone searching for the fpnts with kpathsea will not find them, and some documents might not work. I don't know what is the optimal solution ... or better - I know what it is, but it will not happen: Namely packaging each and every TeX Live package into *one* Debian pacage. But this has been rejected before, and in addition will need a lot of work...
