This was introduced in the original insserv additions for bug 451595.
It definitely needs a working resolver at start time.  Looking at
/etc/insserv.conf:

# Named is operational
$named          +named +dnsmasq +lwresd +bind9 +unbound $network

so dnsmasq, named etc are all optional, and $network is not:
$network        +networking +ifupdown

All of which makes me suspect that dnsmasq should not be required in the
boot process.

This feels more like an insserv issue to me, maybe?
