mails generated by fail2ban always have a GMT (+0000) Date: header. This is quite annoying when you try to correlate fail2ban mails to syslog entries, because syslog logs in localtime and thus local timezone. I have no idea about the intention to add a Date: header to the mails at all. When you just leave the Date: header away in mail.py, MTAs will add an appropriate one on their own in the systems timezone. This is most likely something to forward upstream.
