Hi,

  I'm seeing the same behaviour here.  Closing all instances of the
terminal seems to restore functionality of the panel (and in the
meantime, new apps can be started with alt+f2).  I haven't managed to
track down what exactly in the terminal triggers the bug, but I found
another way to reproduce this: running x2vnc to another computer.  I use
x2vnc to have one keyboard/mouse control both my main computer and my
laptop from time to time; when x2vnc is running, the Cinnamon panel is
unresponsive; as soon as it exits, the panel comes back to life.
Hopefully this can be used to help debugging.
