Wait a minute. With the mapping between old and current URW font names, that has become necessary with the introduction of the fonts-urw-base35 package, things are as expected: fc-match -a helvetica | head This lists the TeX Gyre Heros OTF fonts first, followed by the Nimbus Sans PFB fonts.
