I wasn't aware of the existence of this APT configuration option...
I see from apt changelog that it is present in unstable since
apt/0.8.0, but I fail to find where it is documented...
The apt.conf(5) man page does not seem to talk about it!

Could you please tell me where I can find an explanation of this option
and its use?

Please elaborate a bit more: what do you mean by "except for
apt-listbugs"?
What happens if you try to install or upgrade packages and apt-listbugs
is invoked by apt-get (or another compatible package manager, such as
aptitude, if you prefer)?

Please paste the exact error that you get.

Please also add the "-d" option as suggested near the end
of /usr/share/doc/apt-listbugs/README.Debian.gz and paste the exact
output that you get.

Please let me understand: what do you need to do in your network in
order to access http://bugs.debian.org, for instance with a web browser?
Do you need to go through a proxy? Or can you also access it directly?
Which proxy do you need to use, if any? Not acng, I suppose...
Is this proxy auto-detected somehow? How?

Mmmh, so, in your network, you are *forced* to use a proxy in order to
access http web sites, if I understand correctly...

Please note that, in case something is missing in apt-listbugs to
support your scenario, this feature has never been present in
apt-listbugs.
As a consequence, your bug report is considered as "found" in the initial
release of apt-listbugs and is actually a feature request (that is to
say, severity wishlist).
I altered the properties of the bug report accordingly...
