Recommends / Suggests only includes dependencies of actual plugins.

This topic is coming up every once in a while but I believe that the
current situation is the best we can have. Splitting the package into a
lot of sub-packages is something Debian FTPmasters would not like to see
and also it would not be nice to handle for users. Both approaches have
their pros and cons, after all.

I'm tagging this wontfix to keep the bug around for future reference. If
anyone has further suggestions on how to improve the packaging, I'd
appreciate further comments and discussions.
