Not just to people using unstable as a default suite but people
upgrading from one release to another.  It happens less frequently but
is true.

Historically, this issue was the reason behind release note mentioning
only apt-get dist-upgrade.

If there is no ticket on this issue, I don't think it's worth mentioning in the 
reference.

If it affects stable users, the situation is completely different, but the way 
it's redacted, it seems specific to unstable.
