I read the log, and I don't see common agreement with that, at least not
agreement with not allowing it as an effective requirement (as in GNOME
can require interfaces which are only available with systemd as PID 1,
though this might be expressed in ways other than a direct "what is PID
1" dependency and it would at least in theory be possible that something
else would provide the interfaces sometime in the future).
