You could set up a virtual machine and perform a clean installation
trying to reproduce the issues with the steps you have taken.

Or, you can uninstall all SANE packages, and re-install them again
and see if the problem shows up again.

In any case, there should be something reproducible.

No. If you mess around with your installation resulting in the
packages failing to upgrade or behaving unexpectedly as a result,
you can't file a bug and blame the authors or maintainers of
the software.

It's simply impossible to account for all upgrade paths or local
modifications of a package, so it can't be considered a bug. It's
a bug when a clean installation fails or when a dist-upgrade
from the previous stable release isn't working.

Well, like stated above. Try a fresh installation or a dist-upgrade
from oldstable to stable or stable to unstable. If either of that
fails, I'm happy to re-open this bug report.
