You could set up a virtual machine and perform a clean installation trying to reproduce the issues with the steps you have taken. Or, you can uninstall all SANE packages, and re-install them again and see if the problem shows up again. No. If you mess around with your installation resulting in the packages failing to upgrade or behaving unexpectedly as a result, you can't file a bug and blame the authors or maintainers of the software. It's simply impossible to account for all upgrade paths or local modifications of a package, so it can't be considered a bug.
