This would break the fundamental initex feature as documented in its manual. I can understand that you've been considerinig initex as a fundamental executable to dump fmt file and are surprised to see it removed but it's not general issue but, sorry to say, only your personal issue. I believe it is reasonable to tag this wontfix or something.
