paramiko 1.14.0.
Now, the reason why we required version 1.13.0, is because it adds
support for Python 3. In other words, paramiko upstream now supports
it.
So it'd be nice to have Python 3 support in the Debian packages as
well!

I'll work on getting it to build python3 version as well but as I have
zero puppet3 environments currently I have no actual ability to test it
currently.
