Yes, all of the android packages need to be updated. Indeed, they need to be updated at the same time because none of the libraries used within all of the Android tools (like libutils, libcutils, libandroidfw, etc) are versioned all, since the whole source release is meant to be built as one giant package.
This package's source package is made using some custom mix of source code, so it should be deprecated in favor of the approach used by the rest of the 'android-tools' packages: source packages organized around upstream git repos and build systems. For example, there were some bugs fixed in this package merely by using something closer to the upstream build system. So adb should be built as part of android-platform-system-core, the source is already in place.
