The fact that it is hidden when network-manager is quicker is not really comforting, as it can trigger at any time if there is a slow dhcp server or some other problem related to the network.
Did you manage to figure out if nslcd could be told to wait until the network is up? Did you try to restart it in the dhclient hook when the network is up?
