These tools definitely don't belong neither to qemu-kvm nor to qemu packages. KSM is a separate kernel subsystem and can be used for various purposes unrelated and independent to qemu. More appropriate place for it, in my opinion, is util-linux. (Note that qemu-kvm is only a one-line compatibility shell wrapper).
