Since Apper is a SystemSettings (kcmshell4) addon, running it with
kdesudo is not only a bad idea but also unsupported. Still, the effect
you see is weird - the window should at least display something.
Can you run kcmshell4 apper and see if that works? There should also
be a --debug option to show more information.
