Can you run kcmshell4 apper and see if that works? There should also be a --debug option to show more information.
$ kcmshell4 apper kcmshell(7010)/kdecore (services) KServiceFactory::findServiceByDesktopPath: "apper.desktop" not found ...but Apper shows up ant works OK (bug #779241 still applies).
