Yes, a sid package installed into Jessie can do this. The thing is that the dependency is auto-generated including the version and then placed into misc:Depends.
I'm really not going to break all that apart to try to wedge a different version in there. You are better off with 1.9.9 anyhow because it has a security fix, if it doesn't cause other problems.
