Come to think of it, I now seem to remember that pkg-kde-tools was an
essential part of the Build-Depends cycle that was involved.  Since it was
only pkg-kde-tools that was involved, and not the binary-arch
libdlrestrictions packages, it might not be an issue for the case of
"bootstrap a new port freely using existing Architecture: all packages".
