When installing packages, apt calls dpkg-preconfigure. The message "Extracting templates from packages..." is written to stderr. http://anonscm.debian.org/cgit/debconf/debconf.git/tree/dpkg-preconfigure#n173 IMHO, it should be written to stdout as this not an error.
