Maybe - a debian-outreach-announce list?

Personally, I feel that with 20 students or more at a time there are a
lot of reports and most mentors and other students on the list would
not be reading through all of them every week.

People get more and more email these days and the more that we can do
as a project to help people (both mentors and students) to get more
focused communication, the less likely they are to become frustrated
or even burnt out.

So there could be three lists:

debian-outreach-announce
  - announce program start and finish details

debian-outreach
  - discussions that potentially involve multiple students or mentors,
    students looking for a mentor, etc

debian-outreach-report
  - students submit weekly reports (with CC to their mentors)
