There are packages for Kicad 4.0 rc1 at: https://launchpad.net/~js-reynaud/+archive/ubuntu/kicad-4 Those seems to build ok in current Debian Sid, so could provide a good starting point for the Debian packaging. I'm currently using the binary packages from that PPA and can confirm that they work.
