The netcdf transition completed some time ago, I started it without
getting a go-ahead or other feedback from the Release Team because I was
fed up with waiting for the requested feedback and wanted to get it out
of the way to unblock the gfortran transition, and it subsequently
unblocked various transitions for the Debian GIS team by trigging the
gdal transition.

While I haven't followed the gfortan module transition progress, I think
that's also done by now.
