Well, it depends. The m4-doc package exist to satisfy the policy rule saying the manual should be available in HTML form in "some" binary package (which does not need to be the main package), but in fact there is nothing in the HTML manual which is not already in the info manual (which is included in the normal "m4" package). So, in your opinion, do you still think that a Suggests: m4-doc would be useful?
