Well... I have no strong opinion...

One way would be that, *all* documentation is moved to the -doc
package.. many people may have m4 just installed because other packages
depend on it, so they could save some bytes.

But apart from that... well I don't know,... at least a suggests
shouldn't hurt, since it won't be installed automatically.

Generally I think that packages should suggest their -doc packages (as
most do) but your example shows that there are corner cases ;)
