On this system here I'm unable to reproduce a failure. Although
only /dev/loop/0 exists, the /dev/loop$n devices up to max_loop
are created by udev and multiple mount -o loop calls work fine.

Can you tell me the exact steps leading to the failure and the 
error message mount returns? An strace log of failing mount -o 
loop would also be good for finding the error. Thanks.
