The paragraph that you modify is before we introduce recode. It speaks of (random) (graphical) applications where you could have a list of encodings to select... and it shows two possible labels for each encoding. Try opening a .csv file with LibreOffice for example and you will have a sample of what we mean. Thus I don't think that your change makes sense. Do you understand? If yes, please close the bug.
