vim-addon-manager depends on "ruby | ruby-interpreter" however if this is fulfilled by installing the "ruby2.3" package, /usr/bin/ruby is not present. I believe, given the huge number of packages with this dependency, that this is the correct assumption and the ruby2.3 package is at fault, however I'm not certain and have filed opposite versions of this bug report against both packages. (a link to the other bug will be added once I have it.) This can, of course, be mitigated by installing the ruby metapackage, however I had removed it during the ruby 2.2 -> 2.3 transition as there was a time when both versions were installed but nothing explicitly depended on version 2.2.
