Hi,

I was told by zigo that openrc needs the SysV init scripts from the
initscripts package for mounting/fscking/ during early boot.

This means your package needs to declare such a dependency explicitly.
The initscripts package is not essential, so not guaranteed to be
installed.  Especially with the recent work that's been done in unstable
[1][2], newly installed systems will no longer have the initscripts package
installed.
