Control: reassign -1 dput

For the record here, can you link to the articles declaring exactly
what changes in the practices and expectations of package uploads?

You've lost me there.

Can this be done in incremental steps? Is this something that needs to
change all together to avoid breakage? What are the discrete changes
in ‘dput’ behaviour that are needed?
