Hi,

hille@sid:~ $ apt-file search common-session

I do not know why your system common-session and
common-session-noninteractive appear to be identical, but this is not
correct. Just check: /usr/share/pam-configs/systemd .

This is an old system, which has been set up years ago (about 8) and is running unstable since then. It wasn't migrated to systemd yet.

During postinst of systemd the line is inserted. So if your system does not run systemd the line is missing.
