Looks like there is a bug with show text in icons option in Nemo. I have tried it in Caja (Mate) in Debian Stable and it shows text in icons with all default themes except Gnome and Adwaita.
In Cinnamon testing it doesnt show text at all.
Indeed, this seems to be caused by a change in gtk, the upstream bug about this is:
