No, handing the `global' package to other maintainer(s) would be a
decision under 6.1(2).  Quoting that section:

    In cases where Developers need to implement compatible ...  stances
    (for example, if they [Developers] disagree about [various things],
 ** or about who should be the maintainer for a package) **
    the technical committee may decide the matter.

6.1(2) does not have a 3:1 requirement.
