It looks like openbsd-inetd is not needed and the systemd support does work, but it's not being enabled and started by default. I think all that's required is:
# systemctl enable approx.socket
# systemctl start approx.socket
I don't know why that isn't done automatically, since I don't know
much about systemd, but I'll look into it.
