No, this is desirable for entirely different reasons and there is an effort to reduce circular dependencies, but it is completely reasonable that (some) packages can only be installed together. In fact IIRC dpkg allows multiple packages as arguments to --install.

Erik points out that both dpkg --install gnucash_SOMETHING.deb dpkg --install gnucash-common_SOMETHING.deb fail due to the circular dependency, this may be an issue (see Bill Allombert's effort to get rid of them) but this isn't a bug for the reasons that Erik mentions.
