Bug#862721: ibus-daemon should start automatically

Hi again,

I patched KDE's kcm_keyboard to no longer kill ibus-daemon, and now
input is working properly when I log in.
However, the ibus panel is not appearing.  Should it?  Currently, I am
starting it manually...
