That would surprise me for the Stylus Photo 700. The 700 and EX are
supposed to be identical except for the carriage width, and the EX
uses 7 pairs of lines.
Make sure that the user is really referring to the Stylus Photo 700
and not to some other printer with a similar name. Also get the exact
command line that was used.

So, please could you tell us the exact command-line you used. Also,
were you using "escp2-700"?
Is the printer definitely the correct model? There are a number of
'700's:
escp2-700 EPSON Stylus Photo 700
escp2-rx700 EPSON Stylus Photo RX700
escp2-cl700 EPSON CL-700
escp2-pmg700 EPSON PM-G700
