Had the same issue on my Stretch upgrade (although with the non-default $enable_zmq = 1; in the config). Unfortunately Stretch does not seem to ship any of these modules anymore. libzeromq-perl has been removed https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=818222 I can't find the other two either. https://packages.debian.org/search?suite=sid&arch=any&mode=filename&searchon=contents&keywords=LibZMQ2.pm at least finds libzmq-libzmq2-perl, but that is not in the pool either.
