So you think debhelper would add postinst code to make sure those
directories are present? Because I see no other way the build system
would affect the outcome.

I found more use cases in the meantime...

- /etc/python2.7/sitecustomize.py doesn't get created on
  upgrade/reinstall
- the glib problem/bug sometimes also triggers with
  /usr/share/glib-2.0/schemas
- sometimes I explicitly don't want a config file to be present
  (signalled by renaming it to FOO.dpkg-dist). For example init scripts
  when I only want the binary, not the service. Or the many exim config
  snippets you don't want to activate.
