Thanks for the bugreport and the patches! Part of your proposal has been implemented in apt 1.4.2 by separating the download and install phases. The u-u side reported in #863911 <https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=863911> will be in next u-u upload. Since latest u-u NMU nattended-upgrades.service also contains After=network.target which ensures that network is up while u-u-s is running instead of not relying on network being available. You are very welcome to forward-port SteamOS updates here especially in a form of smaller commits, but please wait for the next update first because it merges many changes from Debian BTS and Ubuntu.
