The libjs-raphael package only includes the minified javascript file. I believe it's customary to have both the minified and non-minified files available. The non-minified one is sometimes used for debugging. Here is a list of some javascript packages which include both the full and the minified versions of their javascript packages, to serve as an example supporting my claim: libjs-elycharts: /usr/share/javascript/elycharts/elycharts.js /usr/share/javascript/elycharts/elycharts.min.js libjs-graphael: /usr/share/javascript/graphael/g.dot.js /usr/share/javascript/graphael/g.dot-min.js /usr/share/javascript/graphael/g.line.js /usr/share/javascript/graphael/g.line-min.js libjs-util: /usr/share/javascript/util/util.js /usr/share/javascript/util/util.min.js /usr/share/javascript/util/support/isBuffer.js /usr/share/javascript/util/support/isBuffer.min.js /usr/share/javascript/util/support/isBufferBrowser.js /usr/share/javascript/util/support/isBufferBrowser.min.js In cases where there is a big size difference, maintainers can chose to split the packaging, like it's done with, for example, libjs-yui3. But I don't think that's the case here.
