It seems to me that the file is broken. I'd assume your memory or hard disk is failing, or you force rebooted while/after apt(-get) update was running and writing that file and we maybe do not sync it correctly. Or maybe it's a bug in lz4 decompressor - I don't know. In either case, I've not seen this before. You could also try using "lz4cat" from liblz4-tool, that should fail as well.
