I think so. I think this file was caused all my headhaches!
I vaguely remember a few bug reports in that regard. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=715529 is a rather old one but I think we had similar user reports just recently.
What Jeremy said is true as well: Please don't run graphical applications as root!
