There are other ways to accomplish this, but not as flexible. However maybe this feature is not as "badly needed" to be worth the implementation trouble. Also, regarding usepeerdns, why not upon finding DNS1 and/or DNS2 already in the environment, refrain from overwriting them with what is given by the ISP.
