After following the discussion on the upstream github issue about this for a while, I suggest Debian make a patch implementing a compile time option to 'opt in' or 'opt out' from this call home feature, and try to get the patch accepted upstream. This way the GUI text associated with the 'out in' alternative can be translated as part of the upstream cura project, while not being used by upstream in their default build.
